I would think the FIA had access to the telemetry, and they penalized Rosberg anyway, so its pretty obvious it was just a very hard move to thwart Hamilton. Rosberg knew he didn't have anything for him on the last lap. I prefer Rosberg over Hamilton, but they are both really starting to wear on me. Would have liked to see a red car battling with them at the end. Beautiful track.
