From what Mercedes said after the incident, the brake problem was existing before they got to that corner. Toto gave the impression it was a problem on the lap before that one, which helped Hambone catch Nico. Nico mentioned in his first post-race interview that part of the incident was due to his desire to get in Hambone's way, so it wasn't just a brake problem.
