Your car:

1) Had original paint
2) Will never again have original paint
3) The replacement of those panels and a real paint job would cost more than $12k (even though I know you added this in as a car that's done)
4) The car will always have a story
5) Better 78s are out there and will always be out there

I am thinking more like a $16K hit at least. Really, in this market, people want cars with no stories unless it's a '65 or '67 S and when the parts + paint + labor to make the car what it was and if it's painted and repaired PROPERLY then as it stands maybe a $12K hit, but times have changed and it's probably more like $16K or more.

According to their scale, your car was probably GOOD. Now it's FAIR and will always be FAIR no matter what, unless it's completely restored. By putting panels on it and respraying the panels you are always going to take it in the pocket.
