I'd guess the origin of the engine that powers these hovercraft is where the name SCAT comes from. Back in the '80s, SCAT made the first HD aluminum aftermarket engine case for VW flat-4 engines. The SCAT case was specifically made to lay on its back (flywheel down) for helicopter (and I presume hovercraft) use.
Today, SCAT is known more for their forged crankshafts (many different engine types).
