This should definitely help...
Make sure the fins are in direct contact with the brass line along its length. I was thinking about zipties every inch or so. If its isn't touching, it can dissipate heat.
Also be careful it doesn't cut into your tire... Make sure you have it on the supply line, not the return line...
Might work better if you split the clam shells, and use each half separately... might also work better if applied to the line as it runs under the car -- much more airflow there...
