CART and IRL were products of the divorce of two camps. There was a power struggle between Tony George and the rest of the open wheel racing world.
George wanted to control everything because he had the Indianapolis Speedway. He wanted a league that was focused on American tracks (mostly speedways).
Other differences were in limitations of the cars.
Ultimately, the two couldn't survive separately. CART went belly up and the teams bought up the assets and became Champ Car. Eventually, everyone came back together as IndyCar.
