Yes.^^
More importantly, the opening for the turn signal housing is
narrower on a pre-69 fender and, consequently, the opening for the horn grille is
wider. Replacing
one fender on a 69-73 car with one from a 68 would look odd even if you put in the correct signal housing and horn grille.
