Normally, they have insurance. Whether those policies will be less available in future is anyone's guess.
This seems outrageous. The SUV was reported stalled on the road. Police arrived and the driver was waiting by his car. Police say the man then failed to "obey commands". This was a stranded motorist call, for heaven's sake. Why were the police issuing commands at gunpoint? If you or I had been stranded on the road, the police would have been calling us a tow truck, not holding us at gunpoint with fingers on triggers.
