No, not needed. The easiest thing to do is go to one of those places that take care of all the DMV standing in line, paper work and other such silly stuff. I use on in Chula Vista that is run by an old Mexican fellow and he has 6 women who are close to super models and wear VERY short skirts or yoga pants at worm! When I did my HHR and transferred the handicap plates from my F350 it cost me $25 and took them about 1 1/2 hours.
The lady at the front desk said I could come back but I said I would wait since the scenery was so beautiful....she just giggled!
