Totally agree. There are very few truly "innocent" victims in these sorts of incidents. There is usually an escalation between two parties, where de-escalation by just one of them would likely resolve the situation.
Driver A cuts off Driver B.
Driver B then high-beams Driver A.
Driver A then brake-checks Driver B.
Driver B then aggressively passes Driver A, gets in front of them and returns the favor.
Etc., etc...
