This irks me as well.
I believe that some have found that when turning left, some coal rolling monster truck pulls up on the right and they cannot see the oncoming traffic to make a safe turn.
Most of us when turning right in that situation will slow and look for traffic coming from the left from behind the vehicle turning left. That way the other drivers view isn't blocked. People are clueless behind the wheel and we all have our moments...
