Not so.
It is perfectly legal for a cop to lie to you, and is NOT considered entrapment on it's own. For it to be entrapment, you have to have been persuaded to do something (illegal) that you wouldn't have done otherwise.
In other words, if you are simply provided with the opportunity to commit a crime, and not forced/compelled to do so, it is not entrapment.
In Carl's case, if he responded to an online ad, or agreed to a UC cop's advances, his intent would be pretty clear.
Either way, chances are he wouldn't have gotten clipped unless money was exchanged. So, as mentioned, he is/was completely FOS.
