With the mil/police spec round and a shorter barrel these are carried by the Secret Service and other agencies for close quarters work. The 5.7x28 was originally designed as an round that could pierce body armor. I think you can source the good ammo online but I have never tried.
As for the SBR, around here you just need to fill out some paperwork and wait a month or so. A friend of mine has done it several times, apparently most of the gunsmith shops help you through the application process. I may do it with mine one of these days.
Also worth noting in regards to the 5.7x28, FN also makes a full sized pistol called the Five-Seven with a 20 round capacity. Supposedly it's a really sweet shooter with very minimal recoil and very accurate. It's on my short wish list.
