Might I recommend Anacortes, Whidby Island, Bellingham, or Skagit Valley which is where I live.
If you can handle the wet... The weather in Skagit County in my opinion is marginally better than Snohomish County (Everett) or Whatcom County (Bellingham.) Large high quality hospitals in Everett and Bellingham. The hospital in Mount Vernon is OK, but the others are less than an hour away each.
