We did not have this problem until everyone became disconnected from what the healthcare services they received actually cost.
Cesarean deliveries are driven by medico-legal concerns.
If you think it should change, you need to overhaul the medical malpractice situation. Problem is, the laws are made by lawyers, not doctors.
