Yes - the US Navy retains ownership of all Naval aircraft until sold or disposed of. This was re-asserted in 2004 as the Sunken Military Craft Act.

Although the SMCA was specifically promulgated for the US Navy, some sources say the act now protects aircraft from all branches, including craft that belonged to the US Army Air Force.
