In the secure environments I've worked in the more secure they were the more you could get away with.
The people typically have a more advanced skill set than the average Joe.
They tend to be the problem solver people.
Working around the distractions of restrictions is common.
There are a lot of roadblocks that interfere with your ability to do your job so you figure out workarounds.
Top that off with the more trusted your position the less you are scrutinized.
