Would they have software on the server to detect unauthorized copying? Probably yes but he could easily disable that.
Modern, security-aware organization are nothing like that. They operate under the theory of least privilege. Each person has the necessary authority to do their job and no more.

That said, I wouldn't be the least bit surprised if a big government bureaucracy is nothing like that.
