Not if it's written 56 - 24 ÷ 3 + 12 = ? which is how the OP said it was written.

Written like that, without any () anywhere, it is supposed to be done like:

56 - (24 ÷ 3) +12 =

But yes, if it was written as

56 - 24
3 + 12

Then I believe that is kind of understood to be (56 - 24) ÷ (3 + 12) = ?
