They should have ordered him to give up that position right way, and if he failed to do so promptly they should black flag him. Zero doubt he slowed Vettle down and that allowed Riccardo to catch him and attempt the pass. Verstappen needs a hard slap on the wrist and some real penalties or he will continue to do it until there is a major incident.
