You can try talking to someone local. A good exhaust fab shop can probably put together a decent set of headers. How effective they are will depend on how much they know about the Type IV motor. Some knowledge from the Type I (Bug) will transfer, and likely some from the flat-four Subaru world. I don't know how much having your own exhaust fabricated would cost, though.
