Jabs- Not a pretty situation here in the city. The commercial parking garages are expensive and they all have rules prohibiting you from doing any work on your car. If you still want to go that route, try Spothero, Craigslist or work through a parking broker. They can get you a pretty good discount to start - six months, maybe a year, but it's still going to be expensive. Also, here's the kicker - the attendants use your car like a bumper car at the amusement park. Expect door dings, scratches or worse. Their standard contract avoids liability for minor damage.
If you really want a place where you can tinker with your car, you're going to need to find a place in Brooklyn, Queens or North Jersey. Again, Craigslist is probably your best bet. Download the MTA subway and or bus maps and triangulate the location against where you are going to be living. If you find the right setup, train time might be half an hour or less, but that would be really fortunate.
