Yup, I'm pretty sure blue 3M painter's tape is a staple in every track-rat's gear bag (for those that track their street cars/bikes). It's not uncommon to see complete painter's tape "bras" over the entire front end and mirrors, to mitigate stone-chips.
When removing, it won't leave any residue or take the clear-coat along with it. If you want to look less ghetto-fied, I suppose you could try some double-sided foam tape on the lens itself, if there is minimal clearance between the lens and the inside of the cover.
However, I think that taping them on (eliminating the seam/gap) is the way to go. That would likely be the best option to minimize/eliminate any wind buffeting, which might cause the cover to scratch/rub the headlight bezel. Whatever the case, it's probably a good idea to make sure the surfaces are clean and wax-free beforehand.
