Your car would be exempt from emissions testing because of age. I am not sure the police or insurance would realize it is not the stock exhaust. I think many here have modified exhaust, with out any problems.

In order to get the car licensed the first time, you would need to have a safety inspection - for that in theory the car needs to have stock exhaust - but it is easy to find a "sympathetic" garage that will safety the car as is - There is probably a list of items that are included in the safety inspection online somewhere.- brakes, lights work, horn, etc.

I can't speak to cost of fabricating cats - but I expect you could find a Pelican or two that could loan you a stock exhaust if it came to that.
