If it is a form that is meant to have "blank" areas for editing, then you *should* only need the latest version of the free Adobe Acrobat Reader.

Of course, the author of the file could have goofed up somehow and be inadvertently be blocking content entry, especially if you have certain privacy options turned on, or your Acrobat Reader is an older one and not well integrated with your browser, or if your browser is an older version.

Come to think of it, if you are interfacing with the form via a browser, then trying IE and Chrome in turn may be helpful. My default is Firefox, but most on-line sources default to IE compatibility.
