You want to pull straight out so the inner spring can compress and allow the ball to slip out. However, if rusted or filled with debris it makes it almost impossible to pull off.
As far as the fix, do you have access to a welder?

Possibly- it's pretty tiny and I think it would never be quite right if welded.
