The test was already planned (and presumably paid for), so might as well finish it... But I think the real picture, as confirmed by VW yesterday, is that they are willing to let someone else run the 2017 car and the team, if they cover the cost ("if it costs VW nothing"). In principle, it's the same deal with Audi Sport, apparently. Now the kicker is that Ogier could well be driving the Polo next year in whichever team that runs it, having tasted a couple other manufacturers' cars already
