There's actually a little more to it than being just an optical illusion. Yes, all the slanted buildings and whatnot that these 'Mystery' places use to dramatize the effect are playing tricks with your perspective, but there
is some sort of unusual phenomenon present in the background. Every one of the demonstrations they conduct can be explained away if you consider the fact that you're actually leaning to one side a bit, but think you're standing up straight. This natural occurrence is also what makes cars seem to roll up hill in neutral at any of the many 'Gravity Hill' type places all over the world. The cars actually roll
down a slight grade, but your tilted perspective makes them seem to be rolling uphill.
