I once had an inflatable canoe. Used to take it out on the bay. It didn't have much of a keel (regular canoes don't either & kayaks not much) so got blown around a bit, but it was light, foldable, and compact - and cheap. Maybe something like that with a foot operated pump and lightweight paddle would suffice. You could either strap it on the bike or put it in a backpack. Plus if the fishing out in the lake isn't good, you haven't invested a lot of money.
