I think Atlanta was burned by the confederates to prevent the Union from progressing and capturing factories and ammo. I read once that the stories of rape and murder were mostly untrue. But we're told to shine the north in an Inproper light. The south was losing.
My unit in the Army had a sketchy past as well. In WWII a group of soldiers raped some nuns in France. Is the CO responsible? Captains? Lieutenants?
My point is I doubt that Lincoln or even Trump would authorize this kind of behavior. Bad people do bad things. Let's just hope that those with itchy trigger fingers can think before they shoot.
