I will definitely agree that our state government is a joke for the most part, and the recall is a true political circus. I'm not a Grey Davis fan, (particularly after this cynical looking legislation got passed), but the recall election? Hypothetically, Davis could get 49% of the vote to stay in office, ("no" on recall), Arnold or some other jackass could get 11% of the vote, and Mr. 11% is now Governor. True representative democracy in action.
As for illegals and other non-eligibles voting, it can and does happen, with or w/o this law. If I was an illegal I would not commit a felony in order to cast one vote for someone, however, thereby permanently assuring that I will NEVER be a citizen of the U.S. if caught. And giving the INS, (or whatever it's called now), pretext for immediately deporting me and anyone near enough to get caught in the sweep.
So I believe that it is not quite as simple as getting your license and then voting for Davis. But of course he could have won the votes of many Latinos who are citizens and therefore can help him. The timing of this blows.
