I had dinner at GEN Milley's house a couple of months ago and he was very frustrated about the procurement process for the Army's new side arm. He made a great point: it would have been easier and significantly cheaper to give him a credit card and allow him to go to Cabellas and purchase new side arms, plus he could negotiate a bulk purchase discount.
