The initial issue/problem seems to be adequately describing the problem...Punctuation would definitely help; as the whole thing seems so convoluted.
The first two sentences seem to contradict themselves.
I strongly suspect the problem statement needs to be reworded so that it makes sense.
Perhaps if you try providing the correct nomenclature to the word, "it" throughout your problem statement, things may make better sense?
