The story became clearer in the magazine article. Gene was not only talking to Ferry about the vent wings, he was talking to the Chief Engineer, Dr. Porsche's son-in-law, Peter Piech, who apparently actually authorized the fabrication and installation.
I think it's part of this work order...anyone read German?
