I would think after a few times, you'd stop calling them because it was obvious they were not going to up your balance and they were only going to send you one statement every six months.

The student loan scheme is through the government and administered by the Inland Revenue Department (equivalent to your IRS). When you start earning income the loan is repaid as a percentage of your earnings.
I guess in my case my earnings triggered that a repayment was due on my zero balance. I kept ringing the IRD to tell them to stop wasting their time. I only called for a few years after the statements started coming and then just ignored them but they still kept coming for 15 years.
