I get that this isn't an exact science and they weren't prepared for it, but when you're wrong all along the way, telling people there is no danger of flooding doesn't give anyone a warm and fuzzy feeling. At least it's sunny for a couple days (though rain is on the horizon again)
It sounds like they didn't open the spillway to its maximum capacity. It's unclear if it is even capable of opening that far anymore.
