I have hard water and a water softener. I can get the water down to about 3.5 grains.
I read somewhere that if you have hard water, keeping the razor blade wet by storing it in a jar of glycerin will make the blades last longer. I tried it, and sure enough it works. The hard water leaves calcium deposits on the blade when it dries, so a blade that feels dull may still be sharp, but it has calcium deposits glopping up the edge. The calcium doesn't stick to the steel if its kept wet. Rinsing the blade in a mild acid after you use it might have a similar effect.
