It's a horrible term used to describe a car that has not had anything modified, upgraded, or altered from the original design.
While parts that failed may be replaced, they were replaced with the exact same part from the manufacturer.
The important thing to think of here is that parts that are prone to fail should have been replaced to the same parts that are prone to failure.

Another way to think of it is that... nothing was added or done to the car to make it appear that the car was owned by someone. It's also expected that the car was not driven or used in a manner that it was not intended... not tracked, dragged, rallied, etc...
