Skip the DMV and go to Broadway title and pay the $800 and get a new title. If that's not an option go to a rural DMV office in NY. Forget Long Island, Albany, et you'll wait in line half your life, then get sent to the back to fill out another form, then get five different answers from five different supervisors, then go home with nothing. If you can't do it through Broadway or other title service sleep with a DMV employee for a few months That always works.
