To me (and I lived in California for 12 years), keeping it together with the BAR sticker and selling it is a smart move. It will make it much more marketable to anyone in California (a large market).

I would do a serious detail and clean up and put it on the market. If it doesn't sell, then you can decide to take the engine out and do the swap. I'd only do the swap if it didn't sell for what you want for it, but it would sell for more together. But with values on the rise, do you really want a 3.2 in the '77?

But you should do the math. How much is a Targa roller worth? 9K? (maybe) And then there is the hassle of selling it. How much is the motor worth? $8K? So it's worth maybe $16-17K split (maybe, just maybe if the engine had good numbers).

Either way, with what you get out of the car you could build a nice 2.7 - if that was the original plan. Sometimes its better to stick to the original plan.
