Fuel dampener?

I am having a real hard time with this fuel leak/ fuel in vacuum lines. My car will not start after changing out my injector seals. I replaced them, and then still had a small fuel leak, but didn't notice it until too late. Had a very small engine fire. Replaced what was needed (not much, but did redo the injector seals. I am not seeing any leaks any more, but I can not get the car to start. I am noticing a lot of fuel in the vacuum lines. I took out my 3 bar FPR and replaced with stock FPR, and replaced the fuel dampener with an extra. Still having a ton of fuel in the vacuum lines. What can cause this? Thought it was the dampener, but still same thing after replacing with old dampener that was working last time I had it on a car. How do we test a fuel dampener? I did have fine fuel pressure last time I checked it about 1 month ago before I changed out anything. Any help is very much appreciated.
