ROW cars are not eligible to receive a COA from PCNA, as the company is exclusive to cars in North America. The application form specifically states the document is limited to cars produced for sale in the U.S. and Canada only.

The forms in the links are a bit confusing. The opening paragraph clearly states the pre-1979 cars must include the engine number, but on the form itself, the line for engine number and transmission number is followed by a parenthetical "Mandatory for 1979 and older models" statement so it's unclear if that statement is for both engine and transmission numbers or simply the engine number, as mentioned in the opening paragraph.

As for why those numbers are requested, my guess is that PCNA wants to be sure a complete car of some sort is being queried and to record the existence of the engine and transmission for their data base should they not be matches for the VIN. I have heard stories where owners supplied the information to PCNA because it couldn't be found in their data base, as well as inaccuracies about options, but not about major components like the engine and transmission.
