Turn the location "off", and the phone tells you location cannot be turned off for 9-1-1 calls.
This means location cannot be turned off.
You just won't get advertising when in/near a store, and the "locate friends" is disabled.
With a warrant, the police can track the exact GPS location. Knowing what tower is closest doesn't pinpoint a location.
