Well, that's usually never ALL THE RUST. Check the longitudinals out very carefully and you have to pull the outer rocker panels.

POR-15 sucks. I can't tell you how many times I tell people this. If you want to get rid of the rust, get rid of the rust and be done with it. If POR-15 really worked, a large corporation such as Rustoleum would have already come out with something. Every time I used it in the past (and yes, I prepped very seriously) - it always strings off or flakes like the cheap vinyl type coating it is after a time. POR-15 is a scam. Get rid of the rust and know there is nothing to cover over.

Pics would be nice on this thread though.
