You are correct that you don't steep in boiling water, but IMO you aren't correct in your method.
Boil the water (it gets chemicals out and kills stuff that shouldn't be there), then let it cool a little before steeping.
That's why all of the Zojirushi stuff has temps like 208, 195, 175 and/or 160 (for different teas and drinks). Mine will only boil then cool down to the desired temp. The newer models do have a quick temp option which will skip the boil phase.
