Once you do that you have destroyed the value of the car in my opinion. As for gaining more power, it will take a lot of work and money. When done it's not going to be as fast as some of our new cars. I just drove a BMW sedan, 600 something I think. It took off like a jet, I mean really really fast and had large brakes. I was in a Z06 Vette, 640 HP with 7 speed auto trans. Pined me in the seat! A 30 year old 928 is not going to be close. As for smog testing, move here to Michigan, no testing, no smog!
