The H-60 folks out of NAS North Island do a lot of touch and goes, hover and goes, at Imperial Beach, which is right on the border.
I almost hit a man and a woman running across the runway one night many, many years ago. We were doing run on landing at 70 knots on the main runway and would have hit them if we had been in a fixed wing aircraft.
My copilot saw them first and yelled "pull", so I did. I saw them pass below through my chin bubble.
We called it a night.
