The 'monitors' have to be reset to pass (some jurisdictions all a small number of fails). 'Not reset' is not the same as a CEL, so you can't easily tell if all the monitors have reset, you could have no CEL, but still fail the inspection. Sixty miles seems high, but you can check with a decent code reader. My Volvo would reset in about 30 miles of average highway driving, no WOT. I am not aware of any need to exceed a minimum speed.
I don't think the OBDII monitors caused that issue; disconnecting the battery may make some modules re-learn adaptations, but it should not limit the top end.
