Nothing, even the death of the registered entrant gets a refund after a certain date. I hear they have had many threats of lawsuits over the years. I will write them a letter and they will throw it in the trash, but I really feel that in a modern age of computers they can change the meal orders a few days before and canceling and refunding the fees is easy.
I was the registrar for Parade in 1996. I had to hand enter every person from a piece of paper they filled out. Now the person registering does all that for them. They cut off new registrations after a period even if there is room for more. At our parade I took the registration of a man that was US Army active duty and just returned from the big sandbox. I took his money and signed him up. Some of the national officers were pissed. They said that had never been done. I looked him in the eyes and said see this badge, it says I am the registrar, and we have room for a man that was out of country in a war zone, now get out of my way, I am busy.
Now the entire Parade is run by paid professionals. We did it all with 100% volunteers. They just see more income and less expense for the canceled participation.
