I've had some colleagues start dialog with some of those offshore head hunters before, and they have run into some unethical practices either by having their resumes appropriated for use by others (yeah, one guy ended up interviewing another guy who had the same experience, no, the EXACT same experience, dates, locations, jobs, etc...). Another had his resume submitted to several jobs without his knowledge which kept him from being able to submit through the head hunter that he was intentionally working with because once the resume is submitted by one person, that is the person that gets the credit regardless of who else tries to submit.
"Will you please share your details, social security number and pay requirements?"
"Job is in Portland, Maine and is a three month contract..." (I'm on west coast)
